Why the Iraqi Constitution Will Pass

WashPost reports that U.S. Ambassador Zalmay Khalilzad is still working on getting changes to the Iraqi Constitution. If it passes it will probably have more to do with the fact that Shiites and Kurds have changed the rules for passage. Under the new rules, the constitution will fail only if two-thirds of all registered voters - rather than two-thirds of all those actually casting ballots - reject it in at least three of the 18 provinces.
