North Korea: Show Me the Money!

If we want them to stop making nukes we have to pay for a reactor for N. Korea.

Rules that can be enforced by the international community would be more satisfactory. However the European Union have long been wrestling with the problem of how to make rules stick among their membership.

A question of priorities for the United Nations.

The number of countries taking the nuclear route, to keep the lights on, will increase. International tensions will only get worse. But the UN seems to want to avoid this global problem.

Instead the World Summit is preoccupied with the size of the UN Security Council.
"There is strong support for enlarging the Security Council to reflect the world today rather than the global power structure after World War II when the United Nations was created. But all previous attempts have failed because national and regional rivalries blocked agreement on the size and composition of an expanded council _ and the latest effort fell into the same trap."

Fiddling while Rome burns is the phrase that comes to mind.
